The Army Family Action Plan Conference presents 8 recommendations
The Army Family Action Plan (AFAP) is the Army’s process to identify and elevate the most significant quality of life issues impacting Soldiers (all services), Retirees, Department of Army (DA) Civilians, and Families to senior leaders for action. As your Military Relocation resource and Colorado Springs Short Sale Agent, I wanted to share this information with you.
The Army Family Action Plan conducted a workshop conference in February 2012 to examine survivor benefits and family per diem issues as a priority. Their recommendations were presented to the Chief of Staff of the Army, General Odierno, on March 2, 2012 in Arlington, VA.
1 – Survivor Investment of Military gratuity and Service Members’ Group Life Insurance.
Amend Heroes Earning Assist and Relief Tax Act (HEART Act) to extend the period recipients of death gratuity and SGLI funds have to deposit funds in Roth IRA or Coverdell Education Savings account to 24 months.
2 – Transportation and per diem for service member’s Family to attend family therapy sessions.
Authorize family members travel and per diem to accompany soldiers when receiving substance abuse or behavioral health treatment.
3 – Department of the Army Form 5893 “Soldier’s Medical Evaluation Board/Physical Evaluation Board Checklist” language clarification.
Modify the form to warn medically retired veterans of potential ramifications when receiving concurrent VA disability and Army retirement pay for medically retired veterans.
4 – Child, Youth and School Services facility-based programs, one-on-one assistance and reduced adult/child rations for children with special needs.
Determine appropriate level of care or staffing ratio based on the recommendations of the Special Needs Accommodation Process team.
5 – Identification card for Gold Star Lapel button recipients (tied with #4).
Create ID card that provides access to Army posts for those authorized to receive the Gold Star Lapel Button.
6 – Commissary, Armed Services Exchange and Morale, Welfare and Recreation privileges for honorable discharged disabled veterans with 10% or greater disability.
Give honorably discharged disabled veterans with 10% or greater disability authorization to use commissary, exchange and MWR benefits.
7 – Creditable civil service career tenure requirements for federally employed spouses of military service members and civilian federal employee.
Increase 30 day Creditable Civil Service Career Tenure Requirement Break to 180 days. This affects federally employed spouses of service members and civilian federal employees after resignation in conjunction with the relocation of their military or federal spouse.
8 – Retention of wounded, ill and injured service members to minimum retirement requirement.
Authorize wounded, ill and injured service members who have between 18 and 20 years of service to remain on active duty to reach the minimum retirement requirement.

Home Loan Guarantee | Vets Cheated by Lenders
The VA Home Loan Guarantee is offered to soldiers and retirees by the Department of Veterans Affairs. As your Colorado Springs Short Sale Agent and Military Relocation resource, I think you need to know about legal events taking place that may affect mortgage costs. Some Lenders have been caught charging fraudulent fees to the VA Home Loan Guarantee Program.
A lawsuit that was filed in 2006 by two mortgage brokers was unsealed in federal court on Tuesday in Atlanta, GA. The lawsuit claims that 13 banks and mortgage firms overcharged veterans applying for special home loans guaranteed by the VA. Under the Federal Claims Act, Lenders can charge “reasonable and customary fees and taxes”, but not attorneys’ fees and settlement closing cost.
The Lenders bypassed the rule for the VA Home Loan Guarantee Program by hiding attorneys’ fees as title examination or title search fees. The whistleblower lawsuit claimed that veterans were charged these excessive and illegal fees at closing. The list of firms included Wells Fargo, JPMorgan Chase & Co, GMAC Mortgage Corp and Bank of America. The lawsuit seeks to recover damages and penalties on behalf of the federal government.
With more that 1.2 million refinanced loans to veterans over the past 10 years, more than 90% of them involved alleged fraud. Lenders collected $300 to $1,000 for each closing. It is too early to know how this lawsuit will affect other veteran homeowners. However, future closings will undergo added scrutiny of closing costs during the closing process.
VA Home loan Guarantee results in Vets being defrauded for 10 years. Outrageous. The money should be returned with 10 years of interest at 10% to each Vet. This won’t happen to you on my watch.
